It probably doesnt make sense to compare them to each other because the Penn 26 is designed to be played with on indoor gym/basketball court floors while the Penn 40 is designed to be used on outdoor concrete (or indoor if it is a concrete textured surface and not a gym floor) tennis court surfaces. Most inddor court pickleballs have 26 (larger) holes while outdoor balls have 40 (smaller) holes.
